To whom it may concern,
You are welcome to attend a meeting of the Full Council to be held on Wednesday 22nd January, 2025, commencing at 6.00pm to be held in the Council Chamber, Franklin Hall, Halton Road, Spilsby.
There will be a public session at the beginning of the meeting. At the discreton of the Chair, members of the public will be invited to make representations or to ask questions in respect of matters on the agenda and other matters in the town. Time is set at a maximum of 3 minutes per person, or 15 minutes overall.
A maximum of a further 10 minutes will be allocated to receive brief reports of the Police and elected members of Lincolnshire County Council and East Lindsey District Council.
If the time allocated is not required, the Council will go into formal session.

AGENDA
1. Welcome.
2. Apologies for Absence.
To receive and accept apologies where valid reasons for absence have been given to the Town Clerk prior to the meeting.
3. Declarations of Interest.
To receive declarations of interest under the Localism Act 2011 - being any pecuniary interest in agenda items not previouly recorded on Member’s Register of Interests and any written request for dispensation.
4. To approve as a correct record the minutes of the Full Council Meeting held on 27th November, 2024.
5. Co-Option:
a. To invite applicants for co-option to present themselves to the Town Council and to allow the Councillors to ask questions of the applicants.
b. To resolve to exclude the public and the media to discuss confidential matters in accordance with The Public Bodies (Admission to Meetings) Act 1960.
c. To consider applications for co-option.
d. To resolve to reopen the meeting to the public and the media.
e. To declare the result of the vote.
f. To invite the successful candidate(s) to join the meeting after signing the declaration of acceptance of office.
6. To approve the accounts for:
a. November 2024.
b. December 2024.
7. To receive the bank reconciliation for:
a. November 2024.
b. December 2024.
8. To receive a summary through to the third quarter of the financial year of:
a. Treasurers Account
b. Reserve Account
9. To receive a budget review for the third quarter of the financial year.
10. Financial Planning 2025-26:
a. To confirm the budget and precept request for 2025-26.
11. To receive brief reports from the Town Mayor, Town Council’s working groups, representatives on outside bodies and the Town Clerk.
12. To consider Grant applications from:
a. Spilsby Academy PTFA
b. England Netball
c. Friends of RAF Spilsby
d. Spilsby Twinning Association
e. Rotary Club of Spilsby
13. To consider the appointment of an internal auditor.
14. To consider plans for the 2025 Recognition Awards event.
15. To consider a date for an opening event of the new equipment in the play area.
16. Events:
a. To receive a calendar of event from Spilsby’s Events Team.
b. To consider holding a monthly event from April to October.
17. To resolve to exclude the public and the media to discuss confidential matters in accordance with The Public Bodies (Admission to Meetings) Act 1960.
18. To receive an update on issues at the Allotments.
19. To consider new information received regarding a request to inter ashes at Spilsby Cemetery.
