Begin and complete phase 1 of the play area redevelopment.

Installers began in November 2024 and finished in early 2025. Phase 1 officially opened on 16th April 2025. The invoice was paid in March 2025.

Plan phase 2 of the play area redevelopment.

Consultation carried out in April and May 2025. 1600 copies of survey sent to every home and business for feedback on play area and other aspects of the town. Consultation could be complete in paper form, online or via email.

 

Contact local schools for input from pupils on new equipment for play area.

 

Council to consider new equipment requests at June meeting

2025 Christmas lights Display - meet with prospective suppliers for quotes and plans for 2025 display

Purchase Cemetery Software

Log all cemetery records digitally for easier use, particularly for archive and invoice new burials.

Software purchase in May 2025.

 

Logging information ongoing process. Over 1,000 records to log.

Update CCTV cameras throughout town.

Council approved quote in April 2025. Clerk to arrange with contractor. Footage to be sent to Police control room in Boston

Make improvements at the Allotments

Consultation carried out with tenants. New gates requested and new boundary fencing. Quotes requested from contractors.

Hold 7 monthly events to include market stalls and entertainment

April, May and June events held - all went really well and received positive feedback.

Events planned for July, August September and October. Details for each event to be confirmed with Cllr E Marsh.

Ongoing process.  Review in November 2025 and plan events for 2026.

2024

Spilsby Town Council’s Action Plan will be to enhance and protect facilities and services in Spilsby by taking initiative on what the Town Council can control and by working with others on those things controlled by others.

 

We will develop a Neighbourhood Plan and an Emergency Plan to help shape the future projects and provide aid in times of crisis.

 

The Town Council has the following objectives:

 

To ensure assets in its care are maintained, fully utilised and add value. 

 

To endeavour to improve and protect services and facilities which are important to the sustainability and prosperity of the town.

 

To commit to playing its part in reducing global carbon emissions.

 

Delivery of the Strategy

The Town Council will follow its policies and procedures in the delivery of the Strategy.

 

The Town Council will utilise its resources in terms of people and precept to deliver the strategy. It will ensure that it can adapt to change and challenges by:

• Ensuring its staff are equipped, and trained to deliver services.

• Ensuring Councillors are trained and informed.

• Ensuring that it is financially sustainable and performing well.

• Ensuring that its resources are not overstretched.

• Providing grants to local organisations.

 

Short Term Goals (1-2 years)

• Begin phase 1 of the play area redevelopment.

• Ensure warm spaces are provided and advertised in Spilsby. 

• Carry out tree maintenance in Toc H green space.

• Apply for Local Council Award Scheme Foundation Award.

• Provide Councillors with relevant training opportunities to improve standards. 

• Apply for grants to support improvements to the play area and Allotment Gardens. 

• Develop a Neighbourhood Plan.

• Develop an Emergency Plan.

• Plan the annual Recognition Awards event to celebrate local community champions. 

• Reinvigorate the Spilsby Market, working with the District Council. 

• Improve the Christmas lights display.

• Continue to improve the Spilsby Explorer magazine, which provides updates on community events.

• Support the Community Speed Watch team by helping to recruit new volunteers from the community and work with neighbouring Parish Councils to expand the area covered by the Speed Watch team. 

• Work with the new Events Team to help deliver events in Spilsby throughout the year. Help advertise and promote events which will bring people to the town, such as an event to celebrate Sir John Franklin, Lincolnshire Day, VE Day 80 and the Christmas market. 

 

Medium Term Goals (2-10 years)

• Complete phases 2-5 of the play area redevelopment.

• Improve access road and boundary at Allotment Gardens.

• Replenish the reserves account to comply with financial regulations.

• Carry out tree report (conducted every 3 years).

• Carry out tree maintenance in Spinney green space and Cemetery. 

• All office staff to complete CiLCA course.

• All office staff to become Principal members of the SLCC.

• Apply for Local Council Award Scheme Quality Award.

• Apply for Local Council Award Scheme Gold Award.

• Carry out consultations for Neighbourhood and Emergency Plans.

• Plan the annual Recognition Awards event to celebrate local community champions, to provide a lasting impact in the community. 

• To make improvements to the Spilsby Market to secure its future and maintain the town’s rich history as a Market Town - since 1302!

• Continually improve the Christmas Lights Display.

• Make improvements to the Rose Garden as a green space in the town.

• Improve the storage of the Cemetery records by using new Cemetery software to keep a digital copy as well as original paper copies.

• To continue to work with the Events Team to help deliver events in the town.

• Improve CCTV around the town to link in with Lincolnshire Police’s CCTV surveillance hub in Boston which will make it easier for the Police to access footage when required.  

• To support Spilsby Twinning Association’s partnership with Bassum in Germany and Fresnay-Sur-Sarthe in France, to promote positive international relations and understanding. 

 

Long Term Goals (10+ years)

• Continue to maintain and update equipment in play area.

• To ensure that Cemetery Software keeps records

• To develop new areas of the Cemetery, to make new space available for burials. 

• To ensure Spilsby remains a Market Town.

• To ensure the Christmas lights display and market are improved and an important annual event.

• To continually improve the town’s green spaces for the wellbeing of the residents.

• To ensure the recreation ground (owned by the Town Council but leased to a separate committee) remains an open green space for the wellbeing of the residents and safeguards its future.

• To work with the County Council and District Council, to ensure that developers who are looking to build new homes in the town do so in the best interests of the town. Which may mean efforts to secure improved infrastructure, schools, leisure and healthcare services.
