You are hereby summoned to a virtual Meeting of Spilsby Town Council to be held on Thursday 28th May 2020 in the Council Chamber, Franklin Hall, Halton Road, Spilsby commencing at 7.00 pm.
Due to the Covid 19 restrictions it was Resolved at the Emergency Meeting held 22nd March to hold the Annual Meeting of the Town Council in May 2021 and all committee would remain.

AGENDA
1. Apologies for Absence (BS)
To receive and accept apologies where valid reasons for absence have been given to the Town Clerk prior to the meeting.
2. To receive declarations of interest under the Localism Act 2011-being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests and any written request for dispensation. (ALL)
3. To consider and approve
a. to change the name of the Employment and Governance Committee to Finance and Policy Committee
b. to form a group entitled Personnel Group of 3 Councillors to deal will all personnel, disciplinary, grievance and appraisal reports.
c. to appoint the members to the Personnel Group
d. Terms of Reference for Finance and Policy Committee if approved
e. Terms of Reference for Personnel Group if approved
4. Full Council Meetings and Committee Meetings
a). To consider dates and times of Full Council and Committee Meetings
5. To approve as a correct record the notes of
a. Full Council held on 23rd April 2020
b. Full Council held on 23rd March 2020
c. Community Action held on 21st May 2020 and to authorise the Chairman to sign the official minutes.
6. To receive brief reports from the Town Mayor and the Town Clerk (oral, tabled and as attached)
7. To approve Standing Orders, Financial Regulations (no changes to current policies)
8. Insurance
To approve Town Council Insurance for the forthcoming 12 months at a cost of £835.42.
9. To approve the Mayor’s allowance for Civic Year 2020/21 as previously Resolved and contained within the 2020/21 budget (£850)
10. To consider the purchase of a Zoom account to enable longer video conferring at a cost of £7.99 per month.
11. To receive year end accounts 2019/2020
12. To authorise the signing of orders for payment and to note income for April/May 2020
