Minutes of the Full Council Meeting held on 24th March, 2022 at 7pm in the Council Chamber Franklin Hall, Spilsby.

Present: Cllr Terry Taylor (Chairman), Cllr Liz Day, Cllr Max Gibson, Cllr David Mangion, Cllr Keziah Wood, Cllr Michael Wragg, Cllr Andrew Wright

Also present: Mrs R Ford (Deputy Town Clerk)

Public Session

It was RESOLVED to move to the main meeting as there were no press or public in attendance.

32.    Apologies

Apologies were received and accepted from Cllr Gale, Cllr Haddock, Cllr Kemp, Cllr Marsh and Cllr Rose.

33.    Declarations of Interest

None

34.    Notes from previous meeting

Full Council Meeting 24th February, 2022

It was RESOLVED to accept the notes as a true record of the meeting.

35.    Reports from Town Mayor, DeputyTown Clerk and Representatives on Outside Bodies

Recreation Ground – A meeting had been arranged between the Recreation Ground committee and Spilsby Town Councillors to discuss the play area refurbishment on Monday 28th March, 2022 at the Pavilion.

Good Neighbour Scheme – Cllr Gibson reported that a coffee morning had been held on Friday 18th March, 2022. The AGM is to be held Tues 5th April, 2022.

Community Speed Watch – Cllr Day reported that there had been no outings in March. Volunteers were in short supply. CSW would be reported and advertised in the STC Explorer quarterly magazine in April. Cllr Day suggested contacting the Lincolnshire Road Safety Partnership and the trainer there for advice.

36.    Digital Connectivity in Towns

Cllr Mangion reported that a meeting had been set up with Sam Phillips – ELDC – Vital & Viable group on 11th April, 2022. This was a work in progress to strengthen broadband in the area.

37.    Car Park Closures in Town.

As all market towns are allocated THREE free days parking in support of events by ELDC, the number of events being organized this year will exceed this amount, resulting in groups and organisations having to pay for use the car park. (loss of revenue on that day)
 
Councillors discussed the best way forward to support groups and felt it was unfair to support only three.

It was RESOLVED to contact ELDC (Diane Worth and Adam Grist) by email to put forward the view of the council. In the interest of all parties and to encourage visitors back into the town, to request that they re-consider their support, also taking into account the recent Covid restrictions over the past two years.

38.    Meeting dates for 2022/2023

It was RESOLVED to make amendments to the dates tabled. Precept meeting to be held in November 2022.

39.    General highways and traffic management issues in the town

All road safety issues were discussed.

It was RESOLVED to have a site meeting in town, Monday 25th April, 2022 at 2pm. All councillors to attend, to split into two groups and assess all road safety points.

The timing would also incorporate the school leaving period.

40. Spilsby Town Council’s Public Liability Insurance

Councillors were asked to RESOLVE the decision made not to use our Public Liability Insurance for an event on 24th June, 2022 (60’s event).

DTC advised that outside bodies could not be covered under our PL insurance and that they needed to obtain their own cover for the day.

It was RESOLVED to contact the organisers and investigate further reasons why this could not be used.

41. Orders for Payment

It was RESOLVED to accept all orders for payment for Feb/March, 2022
