Dear Councillor,
You are hereby summoned to attend a meeting of Spilsby Town Council to be held on Thursday, 24th January, 2019 in the Council Chamber, Franklin Hall, Halton Road, Spilsby commencing at 7.00 pm.
There will be a short presentation by Wayne Goodwin regarding Community Speedwatch.
There will be a public forum for a maximum of 15 minutes when members of the public may ask questions or make short statements to the Council. Following which, a maximum of a further 10 minutes will be set aside for the meeting to receive reports of the Police and elected Members of Lincolnshire County Council and East Lindsey District Council (oral, tabled and as attached). Note: This session will not be minuted.

To receive and accept apologies where valid reasons for absence have been given to the Town Clerk prior to the meeting.
2. To receive declarations of interest under the Localism Act 2011-being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests and any written request for dispensation. (ALL) (2 mins)
3. To approve as a correct the record the notes of the following meetings; -

4. To receive brief reports from the Town Mayor, Town Council’s workings groups, representatives on outside bodies and the Town Clerk (oral, tabled and as attached) (20 mins)
5. To receive updates on Highways issues within the town and to consider requesting a 7.5 ton weight restriction through the town (JP) (10 mins)
6. To ratify the decisions made by the; -
a. Community Action Committee 6th December 2018
b. Finance Committee 6th December 2018
c. Allotments/Cemetery Committee 17th January 2019 (15 mins)
7. To consider access to LALC website by Councillors including who needs access, change of password and who will monitor use. (10 mins) (DM)
8. To consider the way forward regarding Recreation Ground Boundaries (10 mins) (KW) (a meeting has been arranged with the Recreation Ground Trustees for 6pm 28/2/19)
9. To consider a grant application for the Light Night event 8th-9th March 2019 (5 mins)
10. To consider the costs and implications of implementing the Community Speed Watch (10 mins)
11. To receive an update on the Emergency Plan (10 mins) (KW/MG)
12. To authorise the signing of orders for payment and to note income Nov/Dec2018/Jan 2019 (3 mins)
13. To resolve to move into closed session in accordance with Public Bodies (admission to Meetings) Act 1960 due to the confidential nature of the business to be discussed in the relation to the following matters; -
