Dear Councillor,
You are hereby summoned to attend a meeting of Spilsby Town Council to be held on Thursday, 28th November, 2019 in the Council Chamber, Franklin Hall, Halton Road, Spilsby commencing at 7.00 pm.
There will be a public forum for a maximum of 15 minutes when members of the public may ask questions or make short statements to the Council. Following which, a maximum of a further 10 minutes will be set aside for the meeting to receive reports of the Police and elected Members of Lincolnshire County Council and East Lindsey District Council (oral, tabled and as attached).

To receive and accept apologies where valid reasons for absence have been given to the Town Clerk prior to the meeting.
2. To receive declarations of interest under the Localism Act 2011-being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests and any written request for dispensation. (ALL) (2 mins)
3. To approve as a correct the record the notes of the
a. Full Council meeting held on 24th October 2019
b. Community Action meeting held on 31st October 2019 and to authorise the Chairman to sign the official minutes. (5 mins)
4. To receive brief reports from the Town Mayor, Town Council’s workings groups, representatives on outside bodies and the Town Clerk (oral, tabled and as attached) (20 mins)
5. To ratify the resolutions made at the Community Action Meeting held 31st October 2019 (5 mins)
6. To receive update on the Christmas Lights, Switch on (Festivities Committee) (10 mins)
7. To consider and approve the application for a grant from 2nd Spilsby Scout Group (5 mins)
8. To form a working group for the VE75 Celebrations May 2020 (5 mins)
9. To elect a new Chair for the Employment and Governance Committee and to set the date for a rescheduled meeting (5 mins)
10. To consider that Spilsby Town Council participate in the Local Council Award Scheme with the aim of demonstrating continuous improvement in quality standards and to form a working group to oversee the project and report to Council on progress (DM) (15 mins)
11. To consider and formulate a mechanism for identification of suitable dates for meetings outside the schedule agreed at the Annual Meeting of the Town Council. (DM) (15 mins)
12. To receive report from the meeting held with the Recreation Ground Committee and Spilsby Town Council held on 19th November 2019 and decide a plan of action as necessary. (15 mins)
13. To confirm the replacement of two benches in the town as agreed at the Precept Meeting on 7th November 2019 (MG) (5 mins)
14. To authorise the cost of removing the moles from Boston Road Cemetery at a cost of £500 and to further consider a retainer for a year at the cost of £1200 (inclusive of the £500) to keep the area clear for a 12month period (5 mins)
15. To authorise the signing of orders for payment and to note income Oct/Nov 2019 (3 mins)
