Minutes of the Full Council Meeting held on Wednesday 26th April, 2023 at 6:30pm in Franklin Hall, Spilsby. These are notes of the meeting until approved by the Council as a true record.

Present: 

Cllrs T Kemp (Mayor), M Gibson, W Rose, T Taylor, and A Wright.

Deputy Town Clerk, R Ford.

Public Session

With no members of the public present, it was resolved unanimously to move to into formal session.

156. Apologies

It was resolved unanimously to accept apologies from Cllrs E Day (Deputy Mayor), D Mangion, and L Marsh; and County Cllr W Bowkett

No apologies received from Cllr M Wragg.

157. Declarations of Interest

None received.

158. To approve as a correct record the minutes of the Full Council Meeting on 23rd March 2023.

With no matters arising, it was resolved unanimously to accept the minutes for March as a true and accurate record of the meeting.

159. To approve the Accounts for:

a. March

With no matters arising the accounts for March were resolved unanimously.

160. To receive a bank reconciliation for:

a.   March

The Clerk provided a bank reconciliation to keep Councillors up to date with the Council’s financial status.
 
161. To approve payment of invoices for GBSG.

Following a brief discussion, it was RESOLVED to postpone payment of the Invoice totaling

£2,681.42 until the engineer had resolved all the problems with the CCTV following impending visit on Thursday 4th May, 2023.

162. To receive brief reports from the Town Mayor, Town Council’s working groups, representatives on outside bodies and the Town Clerk.

Mayor’s Report

Cllr Kemp informed Councillors that he had attended King Edward VI School on 28th March, 2023 following their invite to celebrate a ‘Good’ Ofsted report. He was invited to a tour of the school and met with some of the pupils, all of whom were extremely sociable and impeccably behaved. Cllr Kemp suggested inviting the school to contribute to future issues of the Spilsby Explorer magazine.

Recreation Ground

Cllr Taylor updated the Councillors on future plans for the Pavilion and Recreation ground. Plans will be available shortly to consult with the local residents, meetings are being arranged at The Pavilion and the Franklin Hall, in order to engage with the public and view proposed plans. 

Town Clerk to liaise with Tony Bailey, Chaiman of the Recreation Ground, to propose a date for the two organisations to discuss the plans, both for the recreation ground and the Play Area.

Cllr Kemp suggested inviting Mr Bailey to the Annual Town Meeting to give a presentation of the proposals.

Grammar School Foundation

Cllr Gibson reported that items are being archived.

Community Speed Watch

Good Neighbourhood Scheme

Cllr Gibson reported that an event is being organised on Monday 8th May, 2023 to celebrate the King’s Coronation, this being an Afternoon Tea, 2pm onwards at the Franklin Hall. The group are continuing to experience problems with recruitment of volunteers.

Spilsby Business Partnership

Cllr Bill Rose attended a meeting on Tuesday 25th April, at the New Life Centre. This being the initial meeting to arrange a Christmas Market in town.

Town Clerk’s Report

The Clerk issued a written report to Councillors prior to the meeting. 

163. To discuss community matters with and to receive reports from Lincolnshire County Councillor and East Lindsey District Councillors.

As neither Councillors were present, it was suggested that the Clerk follow up issues with Councillor Bowkett to determine the supply and positioning of the new Bike Racks in the Town Centre.

164.   To receive an update on the King Charles III Coronation event.

Cllr Gibson attended the meeting held on Tuesday 25th April, 2023 at the Red Lion to finalise arrangements for Saturday 6th May in the Town Centre.

The Clerk to be responsible for making necessary payments for expenses incurred on the day.

The Community Events group had requested that the Council pay for the Public Liability Insurance that falls due in September. This insurance policy covers up to seven events in one year.

165.   To consider a .gov.uk email address or gmail address for the Tow Council

It was resolved to obtain a .gov email address.

166.   To consider a grant request from:

a.   Friends of RAF Spilsby

It was resolved to provide a grant of £250.00.

b.   Spilsby Twinning Association

It was resolved to provide a grant of £250.00.

c.   Spilsby Indoor Bowls Club

It was resolved to provide a grant of £250.00.

167.   To confirm the date of the Annual Meeting of the Council.

It was resolved to hold the Annual General Meeting of the Council on Monday 15th May, 2023 at 6.30pm.

Cllr Kemp thanked Cllr Wright, who has stood down from his role as Town Councillor, for all his work and commitment in the past years as a serving councillor.

With no further matters, Cllr Kemp closed the meeting at 7:15pm.
