May 2023 Minutes Annual Town Council Meeting

Minutes of the Full Council Annual General Meeting held on Monday 15th May, 2023 at 6:30pm in Franklin Hall, Spilsby. These are notes of the meeting until approved by the Council as a true record.

Present: 

Cllrs T Kemp (Mayor), L Day (Deputy Mayor), A Day, M Gibson, D Mangion, L Marsh, W Rose, and T Taylor.

Deputy Town Clerk, R Ford.

1.   To elect a Town Mayor/Chair of the Council for the forthcoming term of office.

Cllr T Kemp was proposed and seconded for the role of Town Mayor/Chair of the Town Council. No other Councillors were nominated.

Cllr T Kemp was duly elected as Town Mayor.

2.   To received the Declaration of Acceptance of Office of Chair.

The Declaration of Acceptance of Office of Chair was signed by Cllr T Kemp and the Clerk.

3.   To elect a Deputy Mayor/Vice-Chair of the Council for the forthcoming term of office.

Cllr L Day was proposed and seconded for the role of Deputy Mayor/Vice Chair of the Town Council. No other Councillors were nominated.

Cllr L Day was duly elected at Deputy Mayor.

4.   To receive the Declaration of Acceptance of Office for Vice-Chair.

The Declaration of Acceptance of Office of Vice Chair was signed by Cllr L Day and the Clerk.

5.   Public Forum

With no members of the public present, it was resolved unanimously to move into formal session.

6.   Apologies

It was resolved to accept apologies from Cllr W Bowkett. 

No apology received from Cllr M Wragg.

7. Declarations of Interest

None received.

8.   To appoint members to Committees of the Council.

Finance & Policy – 6

Cllrs A Day, M Gibson D Mangion, B Rose, and T Taylor.

It was accepted to add one more member at the next Full Council Meeting.

Personnel – 3

Planning – 3

9.   To appoint members to service on additional responsibilities groups.

a.   Neighbourhood Plan – 3

10.    To appoint members to serve as the Town Council’s representatives to outside bodies.

11.   To approve as a correct record the minutes of the Full Council Meeting held on 27th April, 2023

It was resolved unanimously to accept the minutes as a true record.

12.   To approve the accounts for:

a.   March 2023   

b.   April, 2023

It was resolved unanimously to accept the accounts for March and April, 2023.

13.   To receive a bank reconciliation for:

a.   March, 2023

b.   April, 2023

The Clerk provided a bank reconciliation to keep Councillors up to date with the Council’s financial status.

14.    To approve Direct Debits

a.   BT

b.   ELDC rates

c.   Anglian Water.

It was resolved unanimously to accept the direct debit payments.

15.   To receive brief reports from the Town Mayor, Town Council’s working groups, Representative on outside bodies and the Town Clerk.

Town Mayor 

Cllr T Kemp reported on attending the King Charles III coronation Street Party on Saturday 6th May, and the Church Civic Service on Sunday 7th May, 2023.

Grammar School Foundation

Cllr Gibson reported that the archives are being re-vamped. The next meeting is in September, 2023.

Good Neighbourhood Scheme

Cllr Gibson reported that the Afternoon Tea organized on Monday 8th May in the Franklin Hall had been attended by approximately fifty local residents.

Spilsby Recreation Ground

A consultation event organized at the Franklin Hall on Saturday 13th May had attracted approximately thirty local residents. A further event will be held on Wed 31st May, 2023 at the Pavilion 5.30 to 8pm.

16.   To receive brief reports from Lincolnshire County Councillor and East Lindsey District Councillors.

Cllr Bowkett submitted a report informing that the location for the Bike Racks in Spilsby Town Centre is being investigated by Highways.

Dates are to confirmed for the resurfacing of Eresby Avenue, this financial year.

Cllr Tom Kemp expressed his gratitude and thanks to outgoing District Councillor D Mangion for his work and commitment during his time serving the community in the role. 

Incoming District Councillor Ellie Marsh, submitted a letter to the council making introductions.

17.   To receive a final report on the King’s Coronation event.

The event had been a great success and was well attended, unfortunately the weather conditions made for an earlier finish than anticipated.

The Town Council Budget of £1,000.00 for this event had gone over slightly to £1,178.00, Councillors expressed an interest in meeting with the events groups and to determine a way forward in organizing future events.

18.   To consider paying the Public Liability Insurance for the Spilsby Community Events Team.

As no information regarding cost had been obtained to date, it was resolved to defer this item to the June Full Council Meeting.

19.   To consider appointing a member to the LALC Management committee.

No proposals were made.

With no further matters, Cllr Kemp closed the meeting at 7:50pm.
