To whom it may concern,
 
You are welcome to attend a meeting of the full Council to be held on Wednesday 22nd July 2026, commencing at 6.00pm to be held in the Council Chamber, Franklin Hall, Halton Road, Spilsby.
 
There will be a public session at the beginning of the meeting. At the discreton of the Chair, members of the public will be invited to make representations or to ask questions in respect of matters on the agenda and other matters in the town. Time is set at a maximum of 3 minutes per person, or 15 minutes overall. 
 
A maximum of a further 10 minutes will be allocated to receive brief reports from Lincolnshire Police and elected members of Lincolnshire County Council and East Lindsey District Council.
 
If the time allocated is not required, the Council will go into formal session.

1. Welcome.
2. Apologies for Absence. 
To receive and accept apologies where valid reasons for absence have been given to the Town Clerk prior to the meeting. 
3. Declarations of Interest.
To receive declarations of interest under the Localism Act 2011 - being any pecuniary interest in agenda items not previouly recorded on Member’s Register of Interests and any written request for dispensation.
4. To approve as a correct record the minutes of the full Council meeting held on Wednesday 24th June 2026.
5. To approve the accounts for June.
6. To receive the bank reconciliation for June. 
7. To receive an accounts summary to the end of the first quarter of the financial year:
a. Treasurers Account.
b. Reserve Account.
8. To  receive a budget review for the first quarter of the financial year.
9. To receive brief reports from the Town Mayor, Town Council’s working groups, representatives on outside bodies and the Town Clerk.
10. To receive notification of any planning permissions, refusals, withdrawals, or amendments.
a. Application reference 072/26/TCA Proposed works to trees at The Old Vicarage, 1 Church Street.
b. Application reference 00952/26/FUL Alterations to existing industrial building at Ashby Road Business Park, Ashby Road.
11. To consider layout of Grave Plots and Ashes Plots in new section of Spilsby Cemetery.
12. To consider purchasing Bleed Control Kits.
13. To consider a contribution towards the insurance for the Recreation Ground.
14. Play Area:
a. To consider repairs to existing equipment in the play area.
b. To consider quote for new equipment. 
15. To consider re-allocating funds in the budget from the play area to speed signs, Tour of Britain, and/or the Recreation Ground.
16. To consider ways of supporting Tour of Britain cycling event coming through Spilsby on Thursday 3rd September 2026.
17. To consider ways to support the School Crossing Patrol officer working on Ashby Road.
18. To receive update of Testing of Christmas Tree/Flag Pole Brackets.
19. To consider a grant application from:
a. St. James Church.
b. Lincolnshire Wildlife Trust - Spilsby Area Group
c. Spilsby and Hundleby Walkers Are Welcome
20. To consider purchase of Cross Street Christmas Light on Market Street.
21. To consider purchase of Christmas Light Display on Middle Market Place Toilets.
22. To consider quotation from G H Electrical for 2026 Christmas Lights Display.
23. To consider installation of stud wall and a new glass door in the office. 
24. To consider payment of an invoice from Seal Builders for a roof repair at 51 Ancaster Avenue after damage from trees. 
25. To  resolve to exclude the public and the media to discuss confidential matters in accordance with The Public Bodies (Admission to Meetings) Act 1960.
26. Allotments: 
a. To consider action for tenants in breach of the Tenancy Agreement and Policy.
b. To consider updates to the Allotments Policy. 
c. To consider allotments fees.
