SPILSBY TOWN COUNCIL

Minutes of the extraordinary meeting of the Full Council held on 5th February 2021 at 7pm via video conferencing.

Present: Cllr Terry Taylor (Chairman), Cllr L Day, Cllr M Gibson, Cllr S Haddock,    Cllr M Holland, Cllr T Kemp,    Cllr E Lowe, Cllr D Mangion, Cllr L Marsh,    Cllr B Rose, Cllr K Wood                

Also present: Mrs Y Smith (Town Clerk) (TC)

24.    Apologies

Cllr Wright sent his apologies which were accepted.

25.    Declarations of Interest under the Localism Act 2011

There were no declarations of interest however Cllr Mangion declared that he is the District Councillor for Spilsby and Cllr Kemp declared that he is a District Councillor and is on East Lindsey District Council Planning Committee.

26.    Outline Planning Application S/165/00238/20 Development-Consultee Comments

Cllr Day said that it was a positive letter and thought that it was the way forward. Cllr Rose felt that at para 7 it should say that the development is too large. He also said that a request should be going in for an allocation of land for allotments. Cllr Taylor said that that could be commented on when the application to build comes in.

Cllr Day Proposed to accept the letter and annex Seconded by Cllr Holland.

Cllr Rose then submitted an amendment to the Proposal to change the wording of para 7 to include that it be noted that the development is too large. This was Seconded by Cllr Holland. The amendment was carried 6 for 2 against and 2 abstentions.

The original proposal was then voted on and carried 6 for, 2 against and 2 abstentions.

It was RESOLVED to adopt the letter and annex as Spilsby Town Council’s consultee comments.

27.    Planning Application S/165/00123/21 Primary Care Centre

Cllr Taylor said that the Highways Traffic report had not yet been received so the Council could not comment on that. ELDC are asking the Council to comment on something that had not been approved by Highways yet.

There was amenity land and the use of that was uncertain.

Cllr Rose wondered if solar panels had been considered to power some of the equipment. Cllr Wood mentioned the speed limit drops straight form 50 mph to 30 mph and it should be 30 all the way through. Cllr Mangion said that he felt the surgery needed an upgrade and that a new medical centre would be beneficial to all.

ACTION- TC to send comments to ELDC

28.    Planning Application S/165/02323/20

Cllr Taylor said that the properties seemed fine. He had concerns about the development affecting the footpaths and he road in. He said that it felt a bit tight the way it had been designed and was concerned about the parking for the 6 town houses and also the access to the site. Cllr Day said that residents are parking on the road now. There were also concerns raised bout the extra traffic emerging onto the A16.

ACTION-TC to send comments to ELDC

Cllr Marsh arrived at 6.55pm

29.    Tender for the works to make good the occupation lane to the allotments.

Only two tenders had been received.

It was RESOLVED to award the works to J B Groundworks at a cost of £3,270. The Chairman closed the meeting at 7pm
