To whom is may concer,

You are welcome to attend a meeting of the Full Council to be held on Thursday 24th November, 2022 commencing at 6.30pm to be held in the Council Chamber, Franklin Hall, Halton Road, Spilsby.

There will be a public session at the beginning of the meeting. At the discreton of the Chair, members of the public will be invited to make representations or to ask questions in respect of matters on the agenda and other matters in the town. Time is set at a maximum of 3 minutes per person, or 15 minutes overall. If the time allocated is not required, the Council will go into formal session.

AGENDA

1.   Apologies for Absence. 

To receive and accept apologies where valid reasons for absence have been given to the Town Clerk prior to the meeting.

2.   Declarations of Interest.

To receive declaration of interest under the Localism Act 2011 - being any pecuniary interest in agenda items not previouly recorded on Member’s Register of Interests and any written request for dispensation.

3.   To approve as a correct record the minutes of the Full Council Meeting held on 27th October, 2022.

4.   To approve the accounts for:  

a.   October 2022

b.   November 2022

c.   To approve the invoices from GBSG for the CCTV

5.   To receive brief reports from the Town Mayor, Town Council’s working groups, representatives on outside bodies and the Town Clerk.

6.   To discuss community matters with and to receive reports from Lincolnshire County Councillor and East Lindsey District Councillors.

7.   To consider and approve a grant applications from:

a.   Spilsby Business Partnership

b.   2nd Spilsby Scout Group

8.   To consider a date for the 2023 Annual Town Meeting.

9.   To consider meeting dates for 2023/24.

10.   To consider Terms of Reference of the King Carles III Coronation event working group.

11.   To consider Terms of Reference of the Recreation Ground Play Area working group.

12.   Allotments

a.   To approve a poly tunnel application submitted by Mrs Higgs, Allotment Garden plot no. 29.

b.   To consider actions regarding Allotment Holders with rent in arrears. 

13.   To consider a 12 week sponsorship for the Monday market stalls for:

a.   The Utility Warehouse

14.   To consider purchasing and installing new benches. 

15.   To pass a resolution to sign up to the Civility and Respect Pledge from the National Association of Local Councils and The Society of Local Council Clerks.

16.   To consider capital projects for 2023-24.

17.   To appoint another member to the Poorlands Committee.

18.   To resolve to move into closed session.
