Dear Councillor,
You are hereby summoned to attend a meeting of the Full Council to be held on Thursday 28th April, 2022 commencing at 7.00pm to be held in the Council Chamber, Franklin Hall, Halton Road, Spilsby.
There will be a public session at the beginning of the meeting. At the discreton of the Chair, members of the public will be invited to make representations or to ask questions in respect of matters on the agenda and other matters in the town. Time is set at a maximum of 3 minutes per person, or 15 minutes overall. If the time allocated is not required, the Council will go into formal session.

AGENDA
1. Apologies for Absence
To receive and accept apologies where valid reasons for absence have been given to the Town Clerk prior to the meeting.
2. To receive declaration of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previouly recorded on Member’s Register of Interests and any written request for dispensation.
3. To approve as a correct record the minutes of the Full Council Meeting 24th March, 2022.
4. To ratify the resolutions made at the Community Action Committee Meeting held on 21st April 2022.
5. To receive brief reports from the Town Mayor, Town Council’s working groups, representatives on outside bodies and the Town Clerk (oral, tabled and as attached).
6. To discuss community matters with and to receive reports from Lincolnshire County Councillor and East Lindsey District Councillors.
7. To approve the accounts for March 2022.
8. To confirm the Annual Town Meeting date.
9. To consider a donation to the 60’s Saturday event on 24th June 2022 to help with the costs of insurance.
10. To consider moving meeting start times to 18:00.
11. To discuss planting up and locations for the flower planters around the town, including the competition winner.
12. To consider quotes to rebuild the damaged pillar at the Cemetery gate entrance.
13. To discuss light pollution in Spilsby, the effects of climate change, action we can take and encourage others to take.
14. To consider a public works loan.
15. To consider any urgent business.
