Dear Councillor,
You are hereby summoned to attend a meeting of the Full Council to be held on Thursday 24th February, 2022 commencing at 7.00 pm to be held in the Council Chamber, Franklin Hall, Halton Road, Spilsby.
There will be a public session at the beginning of the meeting. Reports may be heard from Lincolnshire Country Councillor and East Lindsey District Councillors and questions from resident. This session may not be minuted.

1. Apologies for Absence (BS)
To receive and accept apologies where valid reasons for absence have been given to the Town Clerk prior to the meeting.
2. To receive declarations of interest under the Localism Act 2011-being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests and any written request for dispensation. (ALL)

4. To receive brief reports from the Town Mayor, Town Council’s workings groups, representatives on outside bodies and the Town Clerk (oral, tabled and as attached) (15 mins)
5. To ratify the resolutions made at the Finance and Policy Meeting held 10th February 2022 (5 mins)
6. To receive Churchyard Wall Update (to be tabled) (Team) (5 mins)
7. To receive update on Parish Online Group (DM, KW) (5 mins)
8. To receive update on the planter competition (KW) (5 mins)
9. To consider membership of; -
a. LALC for 2022/23 at a cost of £542.33
b. LALC Annual Training Scheme at a cost of £162.00 which covers all core training. (5 mins)
10. To consider and approve an advertisement in the Wolds Visitor Map at a cost of £95 as per the previous edition. (TC) (5 mins)
11. To consider and approve the amendments made to the Terms of Reference for;-
a. Community Action Committee
b. Finance and Policy Committee (5 mins)
12. To consider and approve that
a. the Deputy Clerk should to have non-signatory access to the Lloyds Bank Account
b. to nominated two further Councillors as signatories on the account. (5 mins)
13. To consider taking part in Big British Spring Clean as per LALC e news 15th February 2022 Page 11 and to formulate a plan if agreed to take part and also to consider the formulation of a group of volunteers entitled the ‘Friends of Spilsby’ (10 mins)
14. To consider and approve the replacement Town Clerk to commence employment on the 1st March 2022 to enable and handover training period. ( 5 mins)
15. To authorise the signing of orders for payment and to note income Jan 22/ Feb 22 (3 mins)
16. To resolve to move into closed session in accordance with the Public Bodies (Admission to Meetings) Act 1960 due to the confidential nature of the business to be discussed in relation to the following matters: -
