FC October 2019 Minutes

Minutes of the meeting of the Full Council held on 24th October 2019 at 7pm in the Council Chamber, Franklin Hall, Halton Road, Spilsby.

116.   Apologies for absence

Apologies were received and accepted from Cllr Day (holiday) Cllr Gale (meeting)Cllr Kemp (holiday) Cllr Marsh (holiday) Cllr Mangion (holiday)
Cllr Bowkett (LCC) sent her apologies as she was on holiday.

117.   Declarations of Interest under the Localism Act 2011

None received

118.   Notes of previous meetings

a.   Extra Ordinary Full Council meeting held on 16th October 2019

b.   Allotments and Cemetery meeting held on 17th October 2019-finish time amended

c.   Full Council meeting held on 26th September 2019-Good Neighbour Scheme, the date of the next meeting was wrong.

It was RESOLVED to adopt the minutes as a true record of the meetings.

118.   To receive brief reports from the Town Mayor, Town Council’s working groups, representatives on outside bodies and the Town Clerk

Mayor- Cllr Taylor reported that he had been to the Civic Service in Louth on the previous Sunday which had been very good.

Grammar School Foundation-Cllr Gibson reported that the next meeting was on the 21st November however this is the same date as the Employment and Governance Meeting so he would be unable to attend.

Good Neighbour Scheme -Cllr Gibson reported that there had been a coffee morning the previous Friday. The Annual Meeting was on the 22nd October 2019. It had been well attended by both volunteers and users. The Vice-Chairman had provided a meal. The meeting was well received and it is hoped that the scheme will carry on.

Town Clerk – TC tabled a report of her activities. She had received a complaint from a resident of Winston Road regarding lorries running over the roundabout. The grass was being cut by the residents and this was upsetting as deep ruts were made. It was agreed that if the problem continues, TC to contact ELDC.

TC reported that she had attended the Franklin Hall AGM. Cllr Gibson had volunteered to go onto the Franklin Hall Committee.

119.   Extra Ordinary Meeting of the Full Council 16th October 2019

It was RESOLVED to ratify the recommendations made.

121. Update of Church Wall Repair

Cllr Taylor said that he and the TC had met with a company who were going to give a quote however the vegetation needed to be cleared first. The company had offered to give a quote to clear the vegetation and then they could see where the problem was. The quote was £1500. There is a lot of work involved. Cllr Taylor and TC thought it was in the best interest to arrange for the vegetation to be cleared. It will take 2 people 3 days with a large skip.

It was RESOLVED retrospectively to clear the vegetation at a cost of £1500.

122.   Christmas Lights Switch-On Update

There are currently some 20 stall applications ranging from craft to food. There will be Santa and Mrs Santa this year. Cllr Holland said that the sound system this year will be all around and he had met with Harold Houldershaw who is providing the system.
ELDC have agreed to loan its gazebos. There is a meeting planned for the following Monday.

123.   Planning Applications-to continue as consultees (as per ELDC email)

Cllr Holland suggest that maybe a smaller group could be formed to comment on the applications. He said that the Council should still consult. Cllr Taylor and Cllr Haddock volunteered.

It was RESOLVED to continue as consultees on planning applications.

ACTION -TC to email Councillors for volunteers for the group. 

124.   Grant Requests

Grants were received from the following organisation and grants awarded accordingly; -

a.   Methodist Chapel for Christmas Tree Festival                   £241

b.   Walkers are Welcome for new leaflet for Spilsby Walk and annual subscription    £250

c.   Spilsby Wild Life Trust for new gazebo for promotion of trust            £150

d.   Spilsby Christian Fellowship-renovations and disabled toilet            £250

e.   Rotary Club of Spilsby-Bike Night Costs                     £200

125.   Christmas Lunch for the elderly and vulnerable of Spilsby

Cllr Wright said that he agreed with this entirely.

It was RESOLVED to pay £100 to cover the cost of hiring the Franklin Hall 

126   Community Speed Watch Update

Cllr Gibson reported that the CSW scheme had been going well. Sometimes it is hard to get a group on various days to put a team out. Overall it has been a success however it still needs more volunteers. There have been some queries of positioning and may need to ask LRP to revise the areas. Perhaps near Winston Road There has been a fairly consistent percentage of speeding vehicles.TC said that extra sites could be requested. 

ACTION -TC to contact LRP re extra sites on Ashby Road and Winston Road.

127   Orders for payment and Income Sept/Oct 2019

It was RESOLVED to accept all orders for payment.
