Minutes of the meeting of the Full Council held on 28th November 2019 at 7pm in the Council Chamber, Franklin Hall, Halton Road, Spilsby.

Public Session-Councillor Bowkett tabled a report from LCC.

It was RESOLVED to accept the minutes as a true record of the meetings.

131.   To receive brief reports from the Town Mayor, Town Council’s working groups, representatives on outside bodies and the Town Clerk.

Community Land Trust-Cllr Marsh said that ELDC are asking the Council to take the lead but the Council need to consult with the residents. Cllr Lowe said that in the scheme there would be 16 affordable rent and 6 shared ownership. A list was produced at the meeting showing housing need but this was the general list and not a local list. She continued that there was a need for bungalows for disabled and elderly.

ACTION-TC to forward emails to Cllr Bowkett

Mayor- Cllr Taylor reported that he had visited the Community drop in on the 1st November and then later unveiled two commemorative benches on Partney Road for Cllr Pete Grant and Cllr Gill Rymer.3rd November he attended ELDC Civic Service. 5th November he was at the Library in the Co-Op in relation to the Lloyds Bank closure. 10th November he attended the Remembrance Service at St James’ Church followed by laying of a wreath at RAF Spilsby. 11th November he went to the Remembrance Day 11am ceremony at Sir John Franklin’s statue. 27th November he accompanied the Head Boy and Head Girl from King Edward VI Academy who were judging the Best Dressed Shop Window Competition.   

Town Clerk- the TC said that she had not had an opportunity to table a report due to the increase in workload prior to the Christmas events and the extra work load. She said that she had received a quotation for work to be done in the cemetery and TOC H land however due to the amount she would seek a second quote and review the management contract to see which work should be covered within it.

132.   Community Action Meeting of the 31st October 2019

It was RESOLVED to ratify the recommendations made in paras 56,60 and 68.

133.   Christmas Lights Switch-on update

The Festivities Committee reported that everything was going well. One of the trade stands was unable to attend. There would be a food court with seating and gazebos to encourage visitors to sit and stay longer at the event. The rota for the Councillors attendance needed completing.

134.   Grant Request

It was RESOLVED to award 2nd Spilsby Scout Group £200 towards equipment for adventure sports.

135.   VE75 Celebrations May 2020

It was agreed to form a working group and to invite the Business Partnership and the British Legion to take part. Councillors on the group are Wood, Gibson, Day, Lowe and Haddock. A daytime meeting should be held in early January.

136.   Election of Chair of Employment and Governance Committee

It was agreed that Cllr Taylor would Chair the next meeting on the 5th December and a decision be made at that meeting as to a new Chair.

137.   Local Council Award Scheme

Cllr Mangion explained the criteria for gaining the award. He said that he felt it would demonstrate the standing of the Council. He said that the Council would need to work closely with LALC and felt that this would be a worthwhile thing to do. He said that it would be a nil cost. TC said that there would be some cost for the training and explained about ILCA and SILCA training for the Clerks. Cllr Gibson said that he was at the same training course as Cllr Mangion where this was covered. He said suggested that someone come in to see where the Council is now and to see how much more work was required. Cllr Wood asked who could be asked carry out the review. Cllr Mangion said that it needed a working group and that LALC would help. They could be invited to come and go through the criteria.

It was RESOLVED that Spilsby Town Council participate in the Local Council Award Scheme.

It was RESOLVED that LALC be invited to talk to the Council in the first instance and a working group be formed as necessary following that.

138.    Identification of suitable dates for meetings outside the agreed schedule

Cllr Mangion withdrew the proposal.

Cllr Taylor said that as much notice as possible is given to extra meetings with 2 or 3 dates.

139.   Report of the meeting between Spilsby Town Council and Spilsby Recreation Ground Committee (RGC)

Cllr Holland tabled a report of the meeting.

Cllr Wood said that there will be more working together. Cllr Marsh felt that the Council may not transfer the outdoor gym allocation to any other items and that the outdoor gym company will find the funding. Cllr Mangion said that if indoor facilities improved then there may be a possibility to make a cluster to get more funding. This would be something to build on and other Councillors in East Lindsey could be approached for funding. Cllr Day said that the Council needs to work closely with the RGC to sort out the issues which there appear to be. Cllr Marsh felt that further engagement was needed to see where the RG is going in the future and what funding is available. Cllr Gibson said that the meeting had brough out what the RGC priorities were. Cllr Taylor suggested a further meeting with RGC. He continued that funding is based on a sound submission.

It was RESOLVED to hold a further meeting with RGC.

ACTION-TC to contact RGC to arrange a date.

140.    Replacement of benches

It was RESOLVED to replace the benches at the corner of Ashby Road and the metal bench in the Cemetery.

Cllr Mangion said that the Council could get sponsorship to replace the benches. Cllr Gibson said that this could be possible in the future however the current two replacements had been budgeted for.

141.   Cemetery Mole Problem

A quotation had been obtained for the removal of the moles. It was agreed that TC obtain a second quotation and the Chair and TC to decide on the best option.

142.   Orders for payment and income Oct/Nov 2019

It was RESOLVED to accept all orders for payment.
