Minutes of the meeting of the Full Council held on 25th July 2019 at 7.00pm in the Council Chamber, Franklin Hall, Halton Road, Spilsby.

Public Session

A resident raised a complaint regarding the closure of Lloyds TSB Bank in Spilsby. Cllr Taylor said that the Council appreciated feedback from the public and that this would be covered by Item 8 on the agenda.

PCSO Key reported that trees were overhanging the 30MPH speed signs in some of the areas in town. The Town Clerk had already reported this to ELDC. PCSO Key had received complaints regarding a van parked on pavement on Market Street. Cllr Taylor said we would work together with highways to monitor the situation as this had been an issue previously. She also reported that youths had set fire to benches and explained that they could not always patrol as other responsibilities took up much of their time. Cllr Mangion reported an abandoned van on Eresby Avenue. PCSO Key was aware of this and will investigate ownership further.

Cllr Mangion (District Councillor) reported that he had written to Lloyds Bank regarding the closure of the Spilsby Branch. He also reported that grant applications are now open and that the Neighborhood Development Plan needs to be put into place. Employment, housing and tourism had been discussed at ELDC.

Representatives from ELDC presented a report on their responsibilities to include planning, housing standards, Environmental Crime (e.g. dog fouling) and licensing. It was reported that the market place had no unauthorised development, the Beehive was not bad enough state to serve notice and nothing could be done about uneven cobbles in town. These issues had been previously reported by the Clerk and correspondence is ongoing. Cllr Taylor thanked them for a clearer picture of their responsibilities and suggested an article was placed in the Spilsby Explorer. A list of their responsibilities and links to relevant websites will be sent to the Town Clerk.

Cllr Bowkett tabled a report. She made an inspection around the town with the Town Clerk and identified potential trip hazards and any required changes to speed signs. Yellow lines will be coming. Cllr Mangion asked if 20mph could be enforced around the schools Cllr Bowkett said that the school had to apply with good reasons for the speed reduction. Cllr Mangion asked if a resident parking scheme could be adopted but this would also need to be raised by the residents to highways before it could be taken forward.

Cllr Lowe was omitted from the list of in attendance.

It was RESOLVED to adopt the minutes as a true record from the meetings; -

80.   To receive brief reports from Town Mayor, Town Council’s working groups, representatives on outside bodies and the Town Clerk

Mayor- Cllr Taylor reported that the Twinning visit to Fresnay had been a wonderful and packed weekend. A return visit is expected next year. The Spilsby Show was excellent and a complete success. He reported that he had attended the Civic Service in Stamford.

Recreation Ground- Cllr Lowe reported that the committee were looking at the problem of youths still causing problems there, starting fires and general anti-social behavior.  It had been agreed that the picnic benches would be removed as a preventative measure.

Grammar School Foundation- Cllr Gibson said that the next meeting is in September.

Poorlands- No new meetings had taken place.

Twinning- No new meetings had taken place

Good Neighborhood Scheme- Cllr Gibson reported £100 had been raised from a very successful coffee morning

Community Lead Plan- The plan needs finishing and presenting. 

Business Partnership- No new meetings had taken place

Town Clerk- TC tabled a report of her activities. 

81.   Highways Updates

Cllr Kemp reported that a meeting had been arranged to discuss issues with Newtown Carpark.

82.   Community Action Committee meeting 18th July 2019

It was RESOLVED to ratify the recommendations made.

83.   Church Wall update

We have now received the documents stating that responsibility for the wall is the Town Councils. Cllr Kemp reported that he had spoken to Tom Wood Associates who would forward costings for repairs. Further quotes are required before Cllr Kemp can report back.

It was RESOLVED that Cllr Kemp should present quotes at the Full Council Meeting in September 2019

84.   Closure of Lloyds Bank in Spilsby

Cllr Wood said that it was inevitable that the bank would close. Cllr Mangion said we should ask Lloyds to remain in town and that ATM’s in town were not always working. Cllr Holland said that as the market was still open an operational ATM would be needed more for cash flow and he suggested that a bank may not be needed.

Standing Orders suspended at 8.05pm to receive comments from Cllr Bowkett

Decision has been made already. Victoria Atkins MP has spoken to Lloyds and said that we are in a changing world. She suggested that we should now be looking at alternatives and considering a plan for the future.

Standing Orders reinstated at 8.10pm

Cllr Lowe suggested the Town Council should work with the Post Office to invest in more services for the town.

A plan of action was proposed: -

•   Create a working group to identify options
•   Go to public consultation to find options for the future
•   Talk to the Post Office
•   Cllr Mangion would continue to pursue the possibility of Lloyds remaining in town.

It was RESOLVED to adopt the plan of action

85.   Report on the activity of Spilsby Fire Station

Cllr Marsh presented a report. There are safety talks available if required. Cllr Taylor asked if Spilsby Fire Station might close in the near future, Cllr Marsh reported that as recruitment was currently taking place it was unlikely.

ACTION-Cllr Marsh’s report will be added to the Spilsby Explorer as a regular feature.

86.   Costings for the Christmas Festivities event to be held 30th November 2019

Cllr Holland gave an update from the Festivities Working Group. Cllr Kemp presented the business plan for the Christmas Festivities which included a request for a budget of £1,000 for the event. 

It was RESOLVED to accept the costings and set the budget at £1,000.

87.       Regular contractual payments 2019/20

It was RESOLVED to authorise the regular contractual payments for 2019/20.

88        Reduction in the number of LCR magazines received

As part of a cost cutting exercise, it was put before the Council that a saving of £160 could be made if the number of magazines was reduced from 13 to 1. The sole copy would be kept in the office. Cllr Mangion said that he would prefer to still receive a copy.

It was RESOLVED to reduce the number of magazines received to one.

89.   Orders for payment and Income June/July 2019

It was RESOLVED to accept all orders for payment.
