Minutes of the meeting of the Full Council held on 28th March 2019 at 7.05pm in the Council Chamber, Franklin Hall, Halton Road, Spilsby

As there were no members of the public, Cllr Kemp moved to start the meeting early, seconded by Cllr Holland. This was agreed

23.   Apologies for absence

Apologies were received and accepted from Cllr Iremonger (unwell) Cllr Hodgson (unwell) and Cllr Taylor (holiday).

26.   To receive reports from Town Mayor, Town Council’s working groups, representatives on outside bodies and the Town Clerk.

Mayor- Cllr Gale reported that he had attended The Embassy to see ‘Into the Woods’ on the 1st March which was very enjoyable. He had attended the Recreation Ground Meeting which had been good. He went to the Light Night which on the first night was wet but the second dry and it had attracted a lot of people. He had been to the Louth Civic Service on the 24th March which was also very good.

Recreation Ground- Cllr Wood said that the tennis courts had suffered a lot of graffiti and vandalism. The high wall is going to be pulled down to 3ft high, new fencing put up and security lights. The Committee are not happy about some of the young people having parties and are stopping them due to vandalism and the pavilion being left in a mess.

Cllr Mangion arrived at 7.15pm

She said that the police had been made aware and were asking for all incidents to be reported. On the forthcoming Sunday the work would be carried out on the wall.

Twinning- the Clerk reported that Spilsby Twinning would be going to Fresnay from the 5th-8th July and that visitors from Bassum would be coming from 19th to 22nd July. Cllr Gale said that he would like to go to Fresnay as part of the visit.

Good Neighbours Scheme – Cllr Gibson reported that the group are getting more volunteers trained. The last coffee morning raised £ and they had thought about doing ‘The Big Lunch’ and link up with other organisations. They are trying to save up for a tablet or notebook. At the moment there are a lot of transport needs and the committee are looking after that.

Business Partnership- Cllr Mangion reported that there had been a lot of feedback about the Light Night and it is hoped that it will be an annual event in Spilsby and other towns. The organisers are looking at different times but needs to be dark. They will be putting another bit into the Arts Council. He said that they were thankful of the donation made by the Council.

He said that the BP liked the newsletter and the group were enthusiastic. It was suggested that small pieces about the businesses were included.  It was a positive experience.

27. Highways Updates

The Clerk reported that she had a meeting with Highways, Cllr Bowkett and Cllr Davies (LCC). They had looked at the problems along Market Street where drivers were parking on the single yellow line and causing obstructions. They also looked at the pedestrian crossing on Corn Hill and Ashby Road/Blacksmith’s Lane junction where children cross when going to and leaving school. Cllr Wright said that there used to be a School Crossing Patrol outside the Church and people still crossed there. 

Several Councillors notified problems. The Clerk said that they must report them in a email as this was for updates from the Clerk and not for items which needed reporting.

28.   Employment/Governance Meeting 14th March 2019

Cllr Mangion said that by contracting with one person it would be easier to get the work done. (para 4 refers)

It was RESOLVED to ratify the recommendations made.

29.   Community Action Meeting 14th March 2019

Bench Survey-Cllr Gibson reported that he had found two more benches down Eresby Avenue.

Play Area- Cllr Mangion said that there may not be enough money to refurbish the play area. Cllr Holland said that the committee were looking at match funding and felt that the Council should attempt to go for the plan at the moment. He said that he does not think that the Church wall should control everything else. Cllr Mangion said that he did not think there will be enough left in Reserves to pay for the play area renovation. Cllr Pears said that she thought these are two scenarios which are serious and need attention. Cllr Mangion said that it will be up to the Council to decide what the priorities are.

It was RESOLVED to ratify the recommendations made.

30.   Lincolnshire NHS-Health Conversation 2019

Cllr Mangion declared a Pecuniary Interest as he is employed by the NHS

Cllr Mangion said that he thought that the people of the town need to be aware of this. He felt that it should be put on Spilsby On-line to put the message out to residents and be put in the public arena. He said that the NHS is talking about significant chances to the health service in the area. Cllr Pears suggested that it went in the Spilsby Explorer, the Town Council website and had a meeting involving the community. Cllr Mangion suggested that a copy of the email be put on the noticeboards. Cllr Kemp suggested that the matter was left until after the election. Cllr Gale proposed that a copy of the email was put on the notice board and post on Facebook.

It was RESOLVED to place a copy of the email on the notice board, post to Facebook and pass the email on to Spilsby on-line.

31.   LALC suggestion of Cluster Groups and the completion of the survey form.

The Town Council were in favour of Cluster Groups and the survey form was completed.

ACTION-Clerk to complete form in full and send to LALC

32.   Full Council Meeting in May

It was RESOLVED to hold the May meeting on the 16th May to comply with regulations regarding the Annual Meeting of the Town Council.

33.   Planning Application S/165/00460/19

It was RESOLVED to support the planning application made by Mr A Lennon, 52 Ashby Road, Spilsby 

34.   Orders for Payment and Income Feb/Mar 2019

It was RESOLVED to accept all order for payment
