FC May 2019 Minutes Annual Parish Council Meeting

Minutes of the Annual Meeting of the Town Council held on 16th May 2019 at 7.05pm in the Council Chamber, Franklin Hall, Halton Road, Spilsby.

47.   Election of Chairman/Town Mayor for the forthcoming term of office.

It was RESOLVED that Cllr Terry Taylor be the Chairman/Town Mayor for the forthcoming term of office.

Cllr Taylor then signed his Declaration of Acceptance of Office as Mayor.

48.   Election of Vice-Chairman/Deputy Mayor for the forthcoming term of office.

It was RESOLVED that Cllr Keziah Wood be the Vice-Chairman/Deputy Mayor for the forthcoming term of office.

Cllr Wood then signed her Declaration of Acceptance of Office as Deputy Mayor

49.   Public Forum (standing orders suspended)

A member of the public read out a letter from Mrs Geraldine Willis to congratulate Cllr Gale on his 2 year tenure at Mayor.

Cllr Bowkett said that Spilsby has a fantastic council and that she had enjoyed coming to meetings. She read out a report regarding highways and the NHS Health Conversation initiative. 

A resident had requested a speed limit on Ashby Road near the school exit and Cllr Bowkett advised that if the school requested a 20mph speed limit then the Community Speed Watch monitoring could be used as evidence. 

The poor quality of Vale Road was also mentioned and Cllr Bowkett will speak to Highways. She said that she believed that the double yellow lines near Deli 11 were being done to stop the parking there altogether.

Cllr Mangion (ELDC) reported that he had undertaken the induction week at ELDC so it was early days for him being District Councillor. He said that ELDC are willing to help Spilsby and there are a number of initiatives going forward including promoting the Wolds Towns. They are working out what they can bring to the area and tourism is worth investing in. He said that primarily up to the Town Council as to what he takes to ELDC for discussion.

50.   Apologies for absence

None received. It was RESOLVED to leave the non-attendance of Councillors until the end of the meeting.

None. Councillors signed their requests for dispensations where appropriate

56.   Full Council and Committee Meetings

It was RESOLVED to accept the dates presented.

57.   Minutes of the meeting of the Full Council held 25th April 2019

It was RESOLVED to adopt the notes as a true record of the meeting

58.    To receive reports from Town Mayor, Town Council’s working groups, representatives on outside bodies and the Town clerk (oral, tabled and as attached)

Outgoing Mayor- Cllr Gale reported that he had attended a twinning meeting and all is in hand for the forthcoming visits. He said that regarding the recreation ground wall, some things were at a stale mate as it could not be dismantled as originally thought. He had attended the 30th Anniversary of the Rainbows. There are 20 members now and it is growing. He said ‘Thank You’ to the Town Council for its support. He had attended an event at the Old Hall at Halton Holgate and had cut the ribbon for the opening for the event. The owners want more community involvement and to get involved with the town.

Good Neighbour Scheme (Spilsby Volunteer Group)- Cllr Gibson said that they had a health bank balance at the moment. They are still putting volunteers through training. There would be a coffee morning the next day from 10.30-12.30pm

Town Clerk- the Town Clerk tabled a report of her activities. She had received an offer from BT to have a year’s trial for free calls and broadband and four handsets. She had sent this to the Councillors for comment.

It was RESOLVED to accept the BT Trial

57.   Standing Orders and Financial Regulations

Some amendments were made to the orders and regulations where amounts and times were necessary.

It was RESOLVED to accept the Standing Orders and Financial Regulations

ACTION -Clerk to send amendments to Councillors

58.   Insurance

It was RESOLVED to accept the cost for the forthcoming year of £780.09.

ACTION- Clerk to check if the Church Wall is covered and also new items of machinery.

59.   Mayor’s Allowance for Civic Year 2019/20

It was RESOLVED that the Mayor’s Allowance be £850 for the 2019/20 year.
