FC October 2019 Minutes EOM

Minutes of the meeting of the Extra Ordinary Meeting of the Full Council held on 16th October 2019 at 6.00pm in the Council Chamber, Franklin Hall, Halton Road, Spilsby.

Public Session

It was reported by a resident that the commute to school was difficult with the overhanging hedges on Reynard Street. The TC said that she was aware of the problem and would be sending letters to residents to ask them to cut the hedges back. (ACTION)

Residents requested that there be a return to a school crossing patrol for Ashby Road or a pedestrian crossing. There crossing is used by primary, secondary and Children’s Centre children.

ACTION- TC to write to KEVIA, Primary and Children’s Centre for support.

Residents complained about the parking on Halton Road, especially on the double yellow lines. PCSO Key suggested that photographs were taken and sent to the police for action. 

It was suggested that the double yellow lines be alternated on Halton Road to slow the traffic down.

TC said that there had been a meeting some three years ago with Highways on the problems and again a few weeks ago and nothing had been done by them. She suggested having a meeting where everyone sat down instead of just walking around and no-one taking formal notes and making actions to be completed.

Residents complained about the speed of traffic at the southern end of Boston Road. PCSO Key said that she would ask the Road Safety Partnership to carry out surveys.

Cllr Wright said that he had previously suggested to Highways that having timed parking on Ashby Road at school start and finish times may alleviate some of the parking issues there. Cllr Wright said that he had been at the meeting three years ago and that nothing had changed despite the recommendations being make by the Town Council.

ACTION- Timed parking to be referred back to Highways again.

Cllr Mangion said that parking on Woodlands Avenue was a problem with spaces taken up by visitors to the school. This caused problems for the disabled residents and suggested that there should be protected parking bays there. He also said that on Ashby Road, north of Tong Engineering, should be for residents parking. It was thought that this may be a District Council matter and not a Highways.

113.   Declarations of Interest under the Localism Act 2011

Cllr Haddock declared that he lived on the Lady Jane Franklin Estate.

114.   Report on Highways Liaison

TC read out the report.

115.   Action decided on complaints from Residents

a.   Accidents at the A16/B1195 Crossroads

Cllr Taylor said that he had spoken to Highways at the LALC AGM regarding the 60mph trunk road going straight to a 30mph. He suggested that a lot of those junctions have a reducing speed up to 30mph. He said that if the Town Council formally write to Highways regarding the speed limit then they can take action which normally takes 13 weeks to complete.

PSCO Key said that it is a confusing junction and perhaps a roundabout would sort the problems.

Cllr Wright said that a mini roundabout would slow the traffic down and the Hundleby traffic would be able to get onto the A16.

b.   30mph signs on the A16

Cllr Wright said that Highways had said that they cannot put repeaters on the 30mph area as there were street lights which meant that it was a 30 area however he had seen repeaters in Yorkshire and felt the rules were the same.

c.   Pedestrian Crossing near the telephone box

Cllr Taylor said that Highways has said no to moving the crossing. Cllr Wright said that it was totally in the wrong place. Cllr Mangion felt that there was room for two crossings one outside St James’ and one from Lloyds Bank. The existing one could then be removed. It was agreed that there should be one on Ashby Road too.

Cllr Mangion wondered if there might be any strength in finding out how many houses have been built since the crossing was put in.

d.   Parking at Lady Jane Estate

Cllr Mangion said that narrow roads and vehicles parking were hindering emergency vehicles and waste lorries. He suggested that parking restrictions or using the green area for parking had been raised by resident of the estate. He had sort advice from Highways and they had said that the Town Council would have to request a traffic regulation order and would also need the involvement of the County Councillor.

Cllr Lowe said that the worse thing would be to get rid of the grass area. People will park anywhere that is near their homes. People are not using their garages and perhaps need to alter their mindset on parking.

Cllr Mangion said that the complaints should come from the residents and so far, only one has complained so there is only one viewpoint.

Cllr Haddock said the main problem is rented houses and there re 3 or 4 bedroom houses with 3 or 4 cars. Cllr Taylor said that it was difficult to make a case for one person. Cllr Wright asked of Cllr Mangion if there had been any complaints by the crews of the waste lorries. Cllr Mangion said that there had not been any complaints but he was going to enquire of technical services if there were any and would report back to the Council.

e.   Parking on single yellow lines on Market Street.

This had been covered in the TC’s report.

ACTION- Cllr Mangion to send all related emails to TC.

ACTION- Highways to be placed on the Community Action Agenda

It was RESOLVED to make a list of all the items the Town Council had discussed and it be passed to Highways.
